A staff welfare receipt review should separate the items and beneficiaries before the cost is given one accounting or tax label. Keep the complete receipt, event purpose and approval. Calling a purchase staff welfare does not establish that every component is deductible, a non-taxable employee benefit or eligible for GST input tax.

Describe the activity and participants
Record what the company organised, when it took place and who benefited. Distinguish staff, customers, directors and private guests where relevant. Do not circulate sensitive employee details unnecessarily; give the tax reviewer the information actually needed through the approved process.
Ask the organiser to explain unusual items and identify any private component. A card statement can show the payment, but it usually does not provide the item-level explanation.
Build a line-by-line schedule
Use the supplier receipt as the starting point and group the purchases by their actual nature. Keep totals linked to the original document. Record any missing information and obtain clarification instead of treating the event title as the answer for every line.
Example: refreshments and personal gifts
A receipt includes refreshments for an office activity and a personal gift bought by the organiser at the same shop. Keep the amounts separate and ask the authorised reviewer which costs the company will bear. Do not conceal the personal item by changing the original receipt or posting the whole amount to staff welfare.
Ask separate review questions
The accountant should assess the business-expense treatment under the applicable IRAS guidance. Employee-benefit reporting and GST questions may require separate checks. This preparation guide does not prescribe a blanket exemption or deduction. A payment approval is evidence of an internal decision, rather than an official tax ruling.
Retain the decisions with the receipt
Link the approved company amount, any recovery, ledger coding and tax-review notes. Check that the claim is not also submitted through another employee’s expense report. A clear review pack allows a colleague to understand the purpose and treatment later, without relying on the organiser’s recollection.
