An employee PR status CPF review needs reliable evidence of the immigration status and effective date before payroll settings are changed. Tax residence, a home address and Singapore Permanent Resident status are different matters. Ask payroll to use the current CPF rules for the employee’s actual circumstances.

Obtain the relevant status evidence

Use an approved restricted route to obtain the official status information. Keep only the access needed for payroll and avoid copying identity documents into open team chats.

CPF Board explains that the first-year SPR contribution basis starts on the day SPR status is obtained, using the date on the ICA entry permit. Therefore, a manager’s notification date alone is not a sufficient start-date reference.

Check the rate basis separately

Give the payroll reviewer the effective date, wage details and other relevant employee particulars. Ask the reviewer to establish the applicable SPR year and contribution basis, including any relevant approved arrangement.

Do not copy another employee’s rate or assume a change in income-tax residence automatically changes CPF. Keep any payroll revision tied to the reviewed evidence rather than a verbal request.

Example: payroll learns about status later

An employee supplies official PR information after a payroll cycle has been processed. Preserve the actual effective date and the date payroll learned of it. Ask the reviewer whether earlier wages or submissions need correction; do not move the official date forward to avoid that review.

This checklist does not calculate a contribution amount or decide the correction for a particular employee.

Close with a controlled change record

Record the accepted settings, effective period, reviewer and any official adjustment evidence. Reconcile the payroll output and contribution records after the change. Keep tax reporting and immigration administration on their own checklists so completion of one task does not hide another outstanding obligation.
