Singapore’s Tech.Pass is a unique work pass designed to attract exceptional global tech talent — founders, leaders, and technical experts who can start companies, invest in or work for Singapore-based tech businesses, or mentor startups. Unlike the Employment Pass, the Tech.Pass is flexible: holders can engage with multiple employers or companies simultaneously, and are not tied to a single sponsoring employer.
This guide covers the Tech.Pass framework as it applies in 2026, including the updated eligibility criteria, the application process, what holders can do in Singapore, and how the Tech.Pass compares to other senior tech-focused passes such as the ONE Pass. For an overview of Singapore’s full work pass landscape, see our guide on Employment Pass vs ONE Pass vs PEP.
What Is the Tech.Pass?
The Tech.Pass was introduced by the Economic Development Board (EDB) in January 2021 as part of Singapore’s strategy to attract world-class tech talent. It is not a standard employment-linked pass — instead, it operates more like an entrepreneur or innovation visa, allowing holders to:
- Start and operate one or more companies in Singapore
- Work for or be employed by one or more Singapore-based companies
- Be a director of any Singapore company
- Be a partner in a limited liability partnership
- Mentor and invest in startups and founders
This flexibility makes the Tech.Pass particularly attractive to serial entrepreneurs, senior technology executives, and venture investors who operate across multiple entities.
Tech.Pass Eligibility Criteria 2026
To qualify for the Tech.Pass, an applicant must meet at least two of the following three criteria:
| # | Criterion | Threshold |
|---|---|---|
| 1 | Last drawn fixed monthly salary | At least S$22,500 per month in the last year |
| 2 | Experience in a significant tech company | At least 5 cumulative years of experience as a founder, director, or C-suite officer in a tech company with valuation or market capitalisation of at least US$500 million, or raised at least US$30 million in funding |
| 3 | Led technical team in a significant tech product | At least 5 cumulative years of experience leading a technical team of at least 10 people in a tech company meeting the size criteria above |
Applicants who meet only criterion 1 (salary alone) do not qualify — at least one of the other two criteria must be satisfied in combination. However, applicants who satisfy both criteria 2 and 3 but do not meet the salary threshold may still qualify if the combination of their experience meets the requirements.
Definition of a “Tech Company”
For the purpose of Tech.Pass criteria 2 and 3, a “tech company” is broadly defined. It includes companies in software, hardware, platforms, digital services, tech-enabled fintech, healthtech, and other technology-driven businesses. The company must meet the valuation/funding threshold at the time of the applicant’s tenure — evidence of this (such as press releases, Crunchbase profiles, or financial documents) will be required during the assessment.
Tech.Pass vs ONE Pass: Key Differences
| Feature | Tech.Pass | ONE Pass |
|---|---|---|
| Minimum salary | S$22,500/month (one of three criteria) | S$30,000/month (firm requirement) |
| Sector focus | Technology specifically | Arts, business, sports, science, tech (broad) |
| Multi-employer flexibility | Yes | Yes |
| Spouse can work | No (spouse needs own pass) | Yes (Letter of Consent) |
| Issued by | EDB (Economic Development Board) | MOM (Ministry of Manpower) |
| Validity | 2 years (renewable) | 5 years (renewable) |
For very senior technologists who meet the S$30,000 monthly salary threshold, the ONE Pass may be preferable given its five-year validity and the spouse employment benefit. The Tech.Pass remains relevant for applicants who do not meet the ONE Pass salary floor but have significant startup or technical leadership credentials.
How to Apply for the Tech.Pass
Step 1: Self-Assessment
Before applying, verify that you meet at least two of the three qualifying criteria. Gather evidence for each criterion you intend to rely on: employment contracts, payslips, company valuation documentation, Crunchbase or Pitchbook reports, and references confirming leadership responsibilities.
Step 2: Prepare Supporting Documents
The EDB assessment requires:
- Passport copy
- Curriculum vitae detailing employment history
- Evidence of last drawn salary (payslips, employment contract, or bank statements)
- Evidence of qualifying company (valuation documents, funding announcements, or regulatory filings showing capitalisation)
- Evidence of leadership role (appointment letters, board resolutions, company filings showing directorship or C-suite position)
- Where applicable, evidence of team size under applicant’s leadership (organisational charts, HR records)
Step 3: Submit Application to EDB
Unlike the Employment Pass (which is applied through MOM’s myMOM Portal by an employer), the Tech.Pass is applied through the EDB’s Tech.Pass portal. The applicant applies directly — there is no requirement for a Singapore employer to sponsor the application at the time of application.
Step 4: EDB Assessment
EDB will assess the application and may request additional documents or conduct interviews. Processing times vary but typically take four to eight weeks. Successful applicants receive an In-Principle Approval (IPA) letter.
Step 5: Travel to Singapore and Issue of Pass
Once the IPA is received, the applicant travels to Singapore and completes the pass issuance process, including a medical examination if required. The Tech.Pass card is then issued and is valid for two years from the date of issue.
What Can a Tech.Pass Holder Do in Singapore?
A Tech.Pass holder enjoys broad flexibility compared to holders of standard employment passes. Key activities permitted include:
- Multiple employment: Work for or be employed by more than one employer simultaneously, without needing separate pass approvals for each employer
- Business ownership: Start, own, and operate Singapore-incorporated companies
- Directorships: Serve as director of any Singapore company
- Investment and mentorship: Invest in, advise, or mentor Singapore-based startups and tech companies
- Speaking and consulting: Participate in conferences, advise on a consulting basis, and engage in knowledge-transfer activities
There are a few activities Tech.Pass holders cannot engage in, including self-employment as a sole proprietor in non-tech sectors, and professional practice in licensed fields (e.g., law or medicine) without the relevant Singapore licence.
Renewal of the Tech.Pass
The Tech.Pass is valid for two years and can be renewed. At renewal, the holder must demonstrate that they have been engaged in at least one of the following during the validity period:
- Employment in a Singapore-based company in a tech role
- Starting or operating a tech company in Singapore
- Investing in Singapore-based tech companies (minimum investment thresholds apply)
- Mentoring startups in Singapore’s innovation ecosystem (documented engagement required)
Renewal is not automatic — holders who have not been actively engaged in qualifying activities during the pass period may not qualify for renewal.
Dependant Passes for Tech.Pass Holders
Tech.Pass holders can bring their immediate family members to Singapore. Spouses and unmarried children under 21 may apply for Dependant’s Passes, and parents may apply for Long-Term Visit Passes. However, unlike the ONE Pass, spouses of Tech.Pass holders do not automatically receive a Letter of Consent to work — they will need to apply for their own work pass if they wish to work in Singapore.
Is the Tech.Pass Right for You?
The Tech.Pass is an excellent choice for senior tech executives, startup founders, and venture investors who want the flexibility to operate across multiple Singapore entities without being tied to a single employer. Its eligibility requirements are rigorous but targeted, making it one of the more accessible pathways to Singapore for people with genuine senior tech credentials who may not meet the S$30,000 salary floor of the ONE Pass.
