A withdrawn meeting paper should remain traceable to the agenda, circulation and instruction withdrawing it. Identify what participants should now consider and what remains on the historical record. Replacing a file in a shared folder does not establish that everyone received the replacement or understood that the earlier paper was withdrawn.

Identify the paper and instruction
Record the company, meeting, agenda item, version and person authorising withdrawal. Keep the original circulation and withdrawal message. Separate a decision to withdraw the paper from a decision to cancel the agenda item entirely.
Ask whether the item will be deferred, discussed without a decision or supported by a replacement paper. Those outcomes should not all be described as completed.
Control any replacement
Give the replacement a clear version reference and explain the change to the authorised meeting team. Keep the earlier paper in the appropriate history rather than deleting it to make the folder look tidy.
The secretary and chair should confirm the actual procedure for revised materials and decisions. This checklist does not decide whether a notice must be reissued or whether a particular meeting can proceed.
Example: figures change before the meeting
The finance team withdraws an earlier proposal and supplies corrected figures. Keep both the withdrawal instruction and replacement reference. If the minutes later refer to approval, the record should identify the paper actually considered instead of silently pointing to whichever file is now newest.
Reconcile the completed pack
Compare the final agenda, attendance or circulation evidence and minutes with the accepted paper history. Record unresolved questions and their owner. Preserve the real sequence so a future director can understand which proposal was withdrawn, which was considered and what decision was actually recorded.
