An employee CPF refund review should separate the employee’s share from the employer’s share and identify why the contribution is being corrected. Do not assume every type of excess uses the same refund route. Keep payroll, payment and official application evidence linked to the actual employee and contribution period.

Identify the reason and applicable process

Establish whether contributions were paid in error, exceeded an applicable ceiling or concern another permitted reason. Retain the original calculation, salary deduction and CPF payment records securely.

Ask the payroll reviewer to check CPF Board’s current requirements for that reason. An internal proposal to refund a contribution does not establish eligibility or confirm that CPF Board has accepted an application.

Check employee-share timing

For the refund application process covering contributions paid in error, CPF Board requires the employer to refund the employee’s share, where applicable, directly to the employee before submitting the application.

Do not tell the employee that this share can always wait until the employer receives money back. Obtain the reviewed calculation and use the authorised payroll or payment process for the actual refund.

Example: the proposed refund is a combined total

A working sheet lists employer and employee contributions together. Separate the amounts and verify the employee’s original deduction. Retain the actual employee payment evidence where required, rather than treating a proposed total as proof that the employee has been repaid.

Reconcile the official outcome

Match the application, decision and any employer receipt to the reviewed payroll correction. Keep rejected, partial or outstanding amounts visible without paying the employee twice. Review related reporting questions separately. This article does not approve a refund request, determine a disputed wage entitlement or authorise a payment.
