On 27th August 2020, the Ministry of Manpower (MOM) announced changes to its foreign workforce policy.

 

Changes to the Minimum Qualifying Salary for Employment Pass and S Pass Candidates and renewals

For new applicants:

From 1st September 2020,

It will be raising the minimum qualifying salary for Employment Pass (EP) candidates to SGD$4,500 from the current SGD$3,900

It will be raising the minimum qualifying salary for S Pass candidates to SGD$2,500 from the current SGD$2,400

From 1st December 2020,

It will be raising the minimum qualifying salary for Employment Pass (EP) candidates in the Financial Services sector to SGD$5,000

 

For renewals,

The new qualifying salaries will affect all renewals from 1st May 2020.

Changes to the Job Advertising Requirements

The Fair Consideration Framework will be extended to S Pass Applications submitted from October.

The minimum job advertising duration for Employment Pass and S Pass applications will also be doubled to 28 days from October.

Changes to Evaluating Applications Process

In evaluating Employment Pass and S Pass applications, the MOM takes into account whether the employer has been supportive of hiring local professionals, managers, executives and technicians (PMETs) and whether the employer has been responsive to the government’s efforts to help recruit and train more Singaporean PMETs.

MOM will now give these considerations additional emphasis.

Employers whose PMET workforce profiles suggest a bias against locals will be placed on a watchlist.
